Radiance Property Owner’s Association Board Meeting January 16, 2006
Present: Rick Levinson, Mary Buchanan, Betsy Kirkpatrick, Deborah Aker, Troy Maynor Absent: Chris Lagarde
- Meeting brought to order at 7:47 P.M. at Mary’s. Minutes of the November 28, 2005 were approved.
- Replacement of Board Member – The Board unanimously voted in Troy Maynor to replace Brad Fregger on the Board. Deborah Aker has agreed to be Treasurer.
- Speed Bumps –Lone Star Paving will be out in the next month to fill in our 3 bumps and add 2 more
- Pool Resurfacing – Two bids have come in. Mary will speak with Centex Pools who came highly recommended and bid lower ($9,000) about starting work. Jeanine has proposed that we consider having the 30,000 gallons pumped into holding tanks like we did when the well tank was resurfaced to save water.
- Kew Agreement – Cliff has all the documents and is drawing up the new agreement.
- Reimbursement Request – The Carmens had requested $50 reimbursement for having old asphalt removed from an old parking place on POA land near their fence. The work was done without Board approval. The Board agreed to pay this time but in the future, members need to submit requests and get approval prior to work being done.
- Dome disrepair – The board discussed concerns about the appearance of the Dome. An interested buyer for the Wilkes home asked who is responsible for its upkeep and why it looks so bad. The Radiance Foundation Board (Bill C. and Jim Bagnola) will be invited to our next Board meeting to discuss these issues.
- Tree Trimming – Troy is concerned that trees overhanging the roads are being torn off by passing trucks so the Board approved spending $1,000 of the budgeted $2,000 to have low branches along the roads trimmed. The oak by the parking lot at the pool also needs to be cut back considerably.
- New Trees at RGH - Betsy reported on her research into replacing the Red Buds along the sidewalk in front of the Royal Garden Homes. She found a very knowledgeable nursery man in San Marco that can get us 15 gal. Texoma Red Buds that are very hardy and fast growing with a long life span for $65 - $85 each. The Board approved purchase of 8 of these trees to replace the sickly red buds there now.
10. ABC Survey of property – Several ABC members walked Radiance and noted buildings needing small and large repairs. Letters will be sent out requesting homeowners to please attend to these repairs.
11. Kent Butler – No word form Kent yet on rainwater Feasibility study.
12. Fence Agreement – The Board reviewed the agreement drawn up by Tom Davies for all condo owners to sign stating that they are aware that their fence lines do not necessarily follow their property lines and that the RPOA maintains ownership of the land within their fences.
13. Covenants & By-Laws on Web Site – Rogene Burhrdorf has offered the use of a scanner that can put the covenant and by-laws onto a computer. John Burgess, who is documenting the Radiance Maps offered to help her.

Radiance Property Owner’s Association Board Meeting – February 20, 2006
Present: Rick Levinson, Mary Buchanan, Betsy Kirkpatrick, Deborah Aker, Troy Maynor, and Chris Lagarde
- Meeting brought to order at 7:45 P.M. at Rick’s. Minutes of the January 16, 2006 were approved as amended
- Joint POA’s electric bill – Mary calculated and sent the electric bills to GW and GWW.
3. 2006 ICE road use fees – Mary sent these out to landowners after Cliff figured out the Cost of Living increase. There are now 2 lots with pads.
4. Speed Bumps – There have been some complaints that the speed bumps are too high and cars must go over them too slowly. No changes will be made at this time.
5. Pool Resurfacing – Troy & Chris visited the home of a family that has a 3-year-old pool resurfacing using Pebble Sheen. They were satisfied with the product. The resurfacing will cost $12,600. It is guaranteed for 10 years but Centex feels it may never have to be resurfaced again. A lap lane will be added using tiles on the pool bottom.
6. New Redbuds – Scott, Betsy, Troy and Mary went to San Marcos and chose 8 new Texoma Redbuds to replace the nearly dead ones along the sidewalk to Royal Garden Homes. Troy will remove the old ones and new holes will be dug.
7. Dome Upkeep – Bill Christensen, who along with Jim Bagnola are the remaining Radiance Foundation Board members, visited with the Board about plans for Dome repair, upkeep, and use. He said that the roof will be power-washed and re-surfaced soon. He hopes to have a meeting of interested meditators within the month and try to get more Board members. Possible uses for the dome could be rental to an educational group/smaller flying area/community center/rental. If no one is interested in putting in time to serve the Radiance Foundation, he suggested that the property owned by RF might be sold. Rick explained that the Board wants to stay in the loop – the RPOA has a vested interest besides our attachment to the Dome, we have been contributing $185/mo for many years for Super-Radiance upkeep.

Radiance Property Owner's Association Board Meeting - March 20, 2006
Present: Rick Levinson, Mary Buchanan, Betsy Kirkpatrick, Deborah Aker, Troy Maynor, and Chris Lagarde
1. Meeting brought to order at 7:45 P.M. at Mary's. Minutes of the February 20, 2006 were approved as amended
2. Spring Moth Worms - Worms are coming down from the trees. We will watch them and if they appear to be there in excessive amounts, Mary will contact Davey Tree to spray.
3. Pool Tree Trimmed - Tree Masters trimmed the pool parking lot tree very nicely. It cost $300.
4. Replace Tractor - Troy proposed that we start to look into replacing the old tractor with a newer model that is more versatile. A front-end loader would be very useful. He will check online to see what is available. Consideration of any purchase would be postponed until 2007 since the pool resurfacing is a big-ticket item for 2006.
5. Low Voltage Lights for Crystal Garden Homes - Troy got 2 sample lights that should work. Rick will contact Nathan to have a 3 light sample set up to see if they would work.
6. Pool Promotion - The Board plans to actively promote non-Radiance pool memberships this swim season since these memberships allow us to keep our dues where they are. Chris Lagarde is designing a flyer to go out to Goldenwood and Goldenwood West residents letting them know about our pool. Last year less than 20 were sold. Only 25 non-Radiance memberships will be sold.
7. Pool Party Policy - The Board discussed possible solutions to the pool party concerns. Charges for parties and number of parties per week were discussed. Final decisions will be made at the next meeting. Parties will be posted at the mailboxes and a sign by the pool will notify community members of planned parties.
8. Fire Alert Plans - The Board postponed until April making plans for a Radiance fire alert system.
9. Troy pay - The Board approved paying Troy for his 5 hours spent pulling the old red buds out at the Royal Garden Homes.
10. Internet Service - The board agreed to fund an assessment on the Radiance Internet system up to $300.
11. Radiance Foundation/Dome Meeting - The Board wishes to be kept in the loop on any Dome plons.
12.Workfare Days - Last Sunday Troy, Betsy & Mary showed up and got 4 of the 8 red buds in the ground. Mary has called another work day this Sunday to hopefully get he rest in and clear the rock and dirt. The palm also needs to be planted at the pool.

Radiance Property Owner’s Association Board Meeting – April 17, 2006
Present: Rick Levinson, Mary Buchanan, Betsy Kirkpatrick, Deborah Aker, Troy Maynor Absent: Chris Lagarde
- Meeting brought to order at 7:45 P.M. at Rick’s. Minutes of the March 20, 2006 were approved as amended.
- Dome Meeting – Deborah, Mary, and Troy reported on the meeting. Many ideas were presented. There will be another meeting in the future to plan more. No firm decisions were made.
- Worms – the worms were not as bad as 2 years ago. Mary will order and place trichograma minutum eggs in the areas hardest hit to hopefully fend off the worms next year.
- Pool Resurfacing – Centex should be starting in the next week or two. The pool will be drained into the creek and re-filled hopefully when the standpipe is drained for inspection.
- Pool Letter – Chris created a flyer for distribution to everyone in GW and GWW. The Board made a few changes and Chris will have it printed and mailed out.
Pool Use Rules – The Board voted to accept these guidelines for pool use:*Limit on # of parties in a week - One large (over 15) and one small (under 15)
*Weekday afternoon gatherings OK (like Jennifer’s afternoon ones last year)
*Deposit for parties with over 20 guests - $50 refundable after pool cleaned by Jeanine and # of hours clean-up time is calculated
*Clean up fee/port-a- potty fee for parties of more than
10 guests - $10
20 guests - $20
30+ guests - $75 potty + $30
potlucks exempt for # since most folks use home bathroom
*Party duration 3 hours maximum
*Parties for the week posted at pool, mail station, and in plexi-glass sign on Concord Circle near pool entrance
- Fire Plan – The Board will ask Joe Felkel from the Northern Hays Co. Fire Dept to come and walk Radiance to give us ideas on how we can best set up a first alert program in case of a fire.
- CGH Lighting –As previously decided, Troy will install a trial set up of 3 low voltage lights at CGH.
8. Workfare Days – Two workdays have been held: 3/19 and 3/26. There was a good turn out on 3/26 and all the redbuds were planted as well as the new palm at the pool.

Radiance Property Owner’s Association Board Meeting – May 15, 2006

1. Meeting brought to order at 7:35 P.M. Minutes of the April 17 meeting approved as amended.
2. Fire Task Force – We will set up a Fire Task Force of interested community members to meet with a firefighter from the Driftwood Fire Station and develop a fire emergency plan. A Radiance community volunteer to serve on the Driftwood Fire Department will be sought.
3. Pool Report – The pool is now ready for resurfacing. All prep work has been done. The tiles were cleaned last Sat. as Workfare. The letters sent out to GW and GWW advertising the pool have had no response so far (1 week). It was suggested that we mail to Rimrock residents and put an ad in the Waldorf newsletter. Chris will do this.
4. Water Supply Report – Betsy will contact someone on the Water Supply Board to find out the status of the well and what plans they have made in case it can’t keep up with demand.
5. Utility Box replacement – The Board hopes to replace 2 more boxes this year. A color to paint he hardiplank will be chosen. We need to decide which 2 are in the worst shape and most visible.
